David has been involved in the profession of environmental analysis for over 17 years, most recently as a Senior Planner for Santa Barbara County Planning and Development prior to coming to Urban Planning Concepts. He was responsible for processing the most complex of cases as well as serving as the Agricultural Grading Program Manager and Forester in Planning and Development. His expertise has earned him a solid reputation in environmental planning and has served on several advisory boards including the National Urban and Community Forestry Advisory Council. David also has been recognized for pioneering the City of Lexington’s environmental assessment program that has won numerous awards from state and federal agencies. David has substantial expertise in federal and state environmental regulatory compliance including the Clean Water Act, Endangered Species Act, National Environmental Protection Act (NEPA), Subdivision Map Act, State Planning and Zoning Laws, the California Environmental Quality Act (CEQA), and General Plan policies and ordinances in Santa Barbara County.

David brings considerable experience with governmental policies and strong technical skills to address the various issues important to Santa Barbara County. He is experienced in managing diverse urban and rural projects from residential subdivisions and commercial operations to agricultural production. David has substantial experience managing and/or preparing environmental documents including over 100 Negative Declarations and Environmental Impact Reports. His experience in the areas of biology, hydrology, and agriculture also provides UPC an additional level of expertise which broadens the range of projects successfully processed by UPC.

David holds a Bachelor of Science degree in Resource Science from Humboldt State University, Arcata, California and a Master of Science degree in Forest Hydrology from the University of Kentucky, Lexington, Kentucky. He also is an active member of the American Planning Association, American Water Resources Association, Society of American Foresters, American Legion, International Brotherhood of Elks, and Kiwanis.
